WELCOME TO THE CLEVELAND COUNTY SHERIFF'S OFFICE WEBSITE

Our mission is to maintain a high quality of life for all residents and visitors of Cleveland County, by providing competent and professional Law Enforcement Services and Detention Facilities, while working in partnership with our citizens to develop policing services to meet the unique needs of the community, while ensuring fairness, equal treatment and protection to all. 

OUR SERVICES

Detention

The Cleveland County Sheriff’s Office Detention Division consists of two facilities, The Cleveland County Detention Center and the Law Enforcement Detention Center. Both facilities are manned twenty-four hours a day, seven days a week.

Law Enforcement

The Patrol Division's primary responsibility is to respond to calls for service in the unincorporated areas and small municipalities of the 485 square mile county. This responsibility includes conducting preliminary criminal investigations and the enforcement of North Carolina General Statues.

Civil Services

The Civil Division of the Sheriff’s Office currently falls under the command of the Administrative Captain. This unit is responsible for the service and execution of various processes issued by and for the Courts of North Carolina.

Court Security

Court security is an essential function of the Sheriff's Office. These officers maintain security of the courtrooms by serving as a bailiff while court is in session. They also are responsible for serving warrants, manning the X-ray machine and metal detectors which are located at the front door of the courthouse.

Victim Services

Our mission is to improve our community by working to meet the varying needs of crime victims, protecting the rights of victims, and providing a safe place for victims to receive support, education, and appropriate referrals. Victims of crime respond to trauma in different ways and have different needs.

Training and Recruitment

The Sheriff’s Office hires highly motivated men and women who enjoy working with the public. We emphasize training and skill development well in excess of State certification requirements. Each new deputy is required to go through a comprehensive field training for a minimum of 12 weeks.

Please join us for Options, Services, and Hope for Crime Survivors in Cleveland County to commemorate National Crime Victims’ Rights Week on April 25, 2024, from 11am-2pm at the Bobby Bell Pavilion in Shelby, NC. We will be hosting a resource fair around the pavilion, seeing therapy dog demonstrations, welcoming a keynote speaker who will share about her experience as a violent crime survivor, as well as engaging in a commemorative activity to encourage survivors and assure them that there is hope. We would love to have as much support from our community as possible, so please come out! Can’t wait to see you there!

This week let's celebrate #WomensHistoryMonth with Lieutenant Melanie Martin. Lt. Martin has been employed with the Cleveland County Sheriff’s Office since 2004 (20 yrs.). 

She is currently the Administrative Lieutenant responsible for handling citizens who walk in requiring law enforcement assistance. She also supervises the Civil Division. Aside from supervising civil, Lt Martin also oversees several community related programs. She is in charge of our Citizen’s Academy, Explorers Program, Silver Alert and R U OK Program. Lt. Martin also works yearly with our fundraiser for Special Olympics where she previously served on the board for North Carolina. 

Currently Lt. Martin is working to get the Sheriff’s Office accredited through North Carolina Law Enforcement Accreditation (NCLEA). She is also an adjunct instructor at Cleveland Community College BLET Program. Lt. Martin plays a vital role with making sure the agency maintains professional and engaged relationships with the citizens of Cleveland County. #WHM #WomensHistoryMonth2024 #WeAreCCSO
Let’s begin our celebration of #WomensHistoryMonth with Mrs. Phyllis Byrd Sims. Mrs. Sims began her career as a clerk with the Cleveland County Sheriff’s Office. She moved to the jail in 1981. 

In 1983, Phyllis was sworn in as a deputy. Phyllis moved quickly through the ranks as she got promoted to Sergeant in 1985, Lieutenant in 1989 and finally promoted to Captain in 2000. With her promotion, Phyllis became the 1st black female and highest-ranking female in history of the Sheriff’s Office. 

As Captain, Phyllis was placed in charge of the detention centers. During her tenure Capt. Sims served on the Board of Directions for North Carolina Jail Administrators Association, where she served a term as President. 

Capt. Sims was well known and respected across the state for her knowledge and expertise for jail operations. Capt. Sims served 31 dedicated years with the Sheriff’s Office and serving under the direction of five different Sheriff’s before retiring in 2010. #WHM #WomensHistoryMonth2024 #WeAreCCSO

On Friday April 12, 2024, the Cleveland County Sheriff’s Office Narcotics Division concluded a month’s long investigation of the residence located at 2120 S. Lafeyette St. Shelby, NC. The focus of the investigation was Brandon Barnette and several associates. 

This investigation resulted in the following arrest: 

Brandon Barnette: 
Trafficking in Methamphetamine (x2)
Trafficking in Opium or Heroin
Possession of Firearm by Felon  
(Total bond 50,000.00)

Dylan Stone: 
Felony Maintaining a Dwelling (for sell/delivering controlled substance)
Felony Possession of Schedule II controlled substance 
(Bond 15,000.00)

Tiffany Jackson: 
Felony Possession of Schedule II controlled substance 
(Bond 10,000.00)

Whitney Hall: 
Multiple Motor Vehicle Violation Warrants
Possession with Intent to Sell/Deliver Methamphetamine 
Sell/Deliver Schedule II Controlled Substance
Probation Violations and Child Support Warrants

Allaya Hite: 
Trafficking Methamphetamine (x3)

A search warrant served at the residence resulted in the following items seized:

Approximately 200 grams of Methamphetamine 
Approximately 32 grams of Fentanyl 
11 dosage units (blue pills, suspected fentanyl)
32 grams of Marijuana 
Various drug paraphernalia 
Three handguns and numerous rounds of ammunition 
Armored plate carrier vest
Approximately 1,700.00 Cash. 

Estimated value of narcotics seized at residence: 5,800.00.

“The Sheriff’s Office will continue to make drug investigations a high priority,” Sheriff Alan Norman said. “Statistics have shown for years that drug use leads to other crimes, in particular breaking and entering and larcenies, where users have to steal to fund their habit.”

The violence associated with drug dealing is also a huge concern of mine, and those dealers who possess guns during drug transactions will be a very high priority.”
The Sheriff’s Office takes complaints of drug sales very seriously, Norman said, and requests that anyone with information on drug dealers in their neighborhood contact the Vice/Narcotics Division at 704-484-4831.Image attachmentImage attachment+4Image attachment
